How Safe Are These Two Road Safety Officers?

This Road Safety Vehicle was sighted on Lagos road by a concern Nigerian. He asked; how safe are these two officers, looking at the the way they sat in that Vehicle, are they really safe?
How about the vehicle itself, can it pass the road worthiness text?

Should they be arrested for endangering their own lives and the lives of other road users? Shouldn't that vehicle be impounded by the Vehicle Inspection officers (VIO)?

With this kind of vehicle, what right do they have check the society. Charity begins at home they say.
